Structure & elections
Council composition
School President — overall council head, attends Senior Management meetings.
Vice President — deputy, coordinates between portfolio secretaries.
Academic Secretary — interface with faculty on curriculum and assessment concerns.
Cultural Secretary — manages Cultural Night, Annual Day and school events calendar.
Sports Secretary — coordinates inter-house competitions and school team selections.
Eco Captain — leads Green Earth Club and community service initiatives.
House Captains — four house captains (Brahmaputra, Kopili, Kaziranga, Manas) with voting rights.
Class Representatives — one per class from Class V to XII; attend monthly plenary sessions.
Elections process
Elections are held every March by secret ballot. Any student from Class X or XI may stand for the executive positions (President, VP, Secretaries, Eco Captain). House Captains are elected separately by their house members. Class Representatives are elected by their own classmates. Campaigning runs for one week; candidates may give a three-minute address to the school. Results are announced within 24 hours of polling.
Real authority. Real responsibility.
The Axel Student Council is not a ceremonial body. It has a budget, consultation rights and documented outcomes.
Annual events budget
The Council receives a fixed annual budget managed by the School President and Vice President. This covers Cultural Night production costs, inter-house event prizes, charity drives and student welfare initiatives. The budget is presented to the Principal each June and accounts are reviewed at year end. Surplus funds roll over into the following year's council.
Policy consultation
Before any change to school policy that affects students — timetabling, assessment schedules, canteen menu, uniform policy, campus access rules — the Principal is required by school charter to consult the Student Council. The Council may submit a written position paper and request a 30-minute hearing. Three policy reversals since 2018 have been driven by Student Council submissions.
Fortnightly Principal meetings
The School President, Vice President and one rotating House Captain meet the Principal every two weeks. Meeting minutes are published to the school notice board within 48 hours. This transparency requirement was written into the school's student governance charter in 2020 — it was proposed by the Student Council of that year.
Council initiatives
Recent Student Council initiatives: the school's waste-reduction programme (single-use plastic banned from campus since 2021, proposed by the Eco Captain), the peer tutoring network (connecting Class IX–X students with Class VI–VII students in subjects they excel in), the alumni mentoring programme for Class XII applicants and the expansion of the library's Assamese literature section.
Grievance mechanism
Any student from Class I to XII may raise a concern with their Class Representative, who is required to bring it to the monthly Council plenary if it cannot be resolved at class level. Concerns that cannot be resolved at Council level are escalated to the Principal with a written summary. The mechanism has been in place since 2016. No complaint has been suppressed without documentation.
Alumni council
Past Student Council presidents form an informal Alumni Council that meets the current council once per year — typically in December. Alumni council members have gone on to careers in law, civil services, medicine, entrepreneurship and politics. They provide mentoring, perspective and, occasionally, professional expertise to current council initiatives.
